Mission of the Aviation Security Department:
The administrative body for the implementation of policies in the field of civil aviation is the competent authority of the Republic of Moldova in the field of aviation security, responsible for the development, coordination and monitoring of the implementation of the regulatory framework in the field of aviation security.
Main powers:
a) develops and submits to the central sectoral body in the field of civil aviation for opinions/approval draft regulatory acts in the field of aviation security, provided for in paragraphs a) and c) of part (2);
b) develops proposals together with other competent authorities for amending the regulatory framework of aviation security in order to maintain its effectiveness, as well as reviews the measures and procedures for aviation security in the event of an act of unlawful interference;
c) ensures, within the competence established by this law, the fulfillment of the obligations and the exercise of the rights of the Republic of Moldova arising from the provisions of international treaties in this field;
d) determines, in cooperation with other bodies and structures with competence in the field of aviation security, the methods of applying the provisions of this law;
e) ensures the working conditions of the Anti-Terrorist Operational Command during the preparation and deployment of response actions in connection with acts of unlawful interference;
f) reviews and issues opinions on projects for the construction and reconstruction of aerodromes/airports, plans for the placement of new buildings, structures and/or facilities or for the performance of other work near aerodromes/airports in order to ensure aviation security;
g) issues, within the competence established by this law, administrative acts, departmental acts, approves regulations, instructions, norms, methodologies, other regulatory acts of a technical nature containing special norms, standards, measures and procedures in the field of aviation security;
h) carries out certification, monitoring and control over the level of aviation security and compliance with national norms, rules and procedures in the field of aviation security;
i) develops and ensures the implementation of the National Quality Control Program in the Field of Civil Aviation Security and the National Program for Personnel Training and Certification in the Field of Civil Aviation Security, coordinates and approves training programs in the field of aviation security for aviation agents, as well as bodies and structures with competencies in the field of aviation security;
j) reviews and approves aviation security programs for air operators and aviation entities;
k) provides methodological and advisory assistance to aviation agents, as well as to bodies and structures with competence in the field of aviation security.
