Organization and implementation of the state economic policy in the field of civil aviation, through economic analysis, regulatory proposals, monitoring of the economic performance of air operators, and oversight of their financial responsibilities.
Main responsibilities:
- Economic certification and oversight of aeronautical agents:
- Assessing their economic capacity to maintain an acceptable level of operational safety.
- Verifying liability insurance coverage for passengers and third parties.
- Analyzing economic data and submitting proposals for the development or amendment of the civil aviation regulatory framework.
- Collecting, reporting, and verifying CO₂ emissions of air operators (CORSIA).
- Coordination of financial and accounting activities within the CAA:
- Organizing and supervising the activities of the Accounting Subdivision.
- Evaluating and managing the financial resources of the Civil Aviation Authority.
- Ensuring accounting records and controlling the integrity of institutional assets.
- Preparing and submitting tax, financial, and statistical reports in accordance with legal requirements and deadlines set by the competent authorities.
- Management of public procurement and institutional budget:
- Organizing the public procurement process for goods, services, and works.
- Developing, implementing, and monitoring the execution of the CAA budget.
