Air Navigation Department is a subdivision of Civil Aviation Authority of Republic of Moldova ație, empowered with competencies and resposibilities related to the certification and oversight of the air traffic management and air navigation ATM/ANS services providers, as well as the oversight of GMCOCS activities (Joint Group for Coordination of Search and Rescue Operations), an element of the national Search and Rescue System (SNCS). ATM/ANS services providers are:
Air traffic services providers (ATS);
Meteorological services for air navigation providers (MET);
Aeronautical information services providers (AIS);
Communication, navigation and surveillance services providers (CNS);
Airspace management services providers (ASM);
Air traffic flow management services providers (ATFM);
Flight procedures design services providers (FPD);
Data services providers (DAT);
Network management services providers (NM).
Certification and oversight of ATM/ANS services providers and oversight of GMCOCS activities are processes aimed at ensuring that ATM/ANS services providers of the Republic of Moldova provide safe and continuous services in strict compliance with the national regulatory framework, with the standards and recommended practices of the International Civil Aviation Organization (ICAO) and with the regulations laying down common requirements for ATM/ANS services providers within the Single European Sky.
The activity of the department includes the following tasks:
Focal point in the certification process of ATM/ANS service providers.
Focal point in the process of continuous oversight and compliance monitoring with certification requirements by ATM/ANS services providers.
Currently, in Republic of Moldova, the ATM/ANS services provider, certified and designated in this regard, in accordance with the provisions of the applicable regulatory framework, is the State Enterprise "MOLDATSA".

Elaboration and promotion of draft normative acts applicable to the field of ATM/ANS and Search and Rescue by transposing the standards and recommended practices from the ICAO Annexes:
Annex 2 ”Rules of the Air”;
Annex 3 ”Meteorological Service for International Air Navigation”;
Annex 4 ”Aeronautical charts”;
Annex 5 ”Units of Measurement to be Used in the Air and Ground Services”;
Annex 10 ”Aeronautical Telecommunications”;
Annex 11 ”Air Traffic Services”;
Annex 12 ”Search and Rescue”;
Annex 15 ”Aeronautical Information Services”.
Elaboration and promotion of draft normative acts applicable to the ATM/ANS domain, by harmonizing them with the EU regulatory framework specified in Annex III to the Common Aviation Area Agreement, signed between the Republic of Moldova, the European Community and its member states.
Ensuring correspondence with international organizations of civil aviation (ICAO, ECAC, EASA, EUROCONTROL) on the subjects that regards ATM/ANS services and functions.
Monitoring the safety performance of ATM/ANS providers.
Information gathering and coordination of actions with stakeholders regarding the development of the national ANS development plan (LSSIP), in accordance with the European ATM Master Plan.
Frequency management in the frequency bands assigned to civil aviation services. Issuance of approvals for the use of aeronautical frequencies.
Registration of radio transmitters and maintenance of the national database of their use.
Issuance/suspension/revocation of licenses to operate of radio transmitters used in the frequency bands assigned to civil aviation services.
Coding of the emergency locator transmitter (ELT). Registration of the ELT in the COSPAS-SARSAT system database of and maintenance of the ELT national database.
Coordination at strategic level of the processes related to Air Space Management.
Verification and review of the document package for the designed instrument flight procedures for their approval.
