One of the primary missions of the Civil Aviation Authority (CAA) is to supervise compliance with airworthiness regulations by air operators and organizations performing repair and maintenance of aircraft and aircraft components.
Inspection, issuance, validation, suspension, and revocation of airworthiness certificates constitute a substantial part of the CAA’s responsibilities in the field of aircraft airworthiness. These activities are conducted in accordance with international standards and best practices.
The CAA division responsible for aircraft airworthiness oversight ensures that CAA-certified aviation organizations operate in compliance with the applicable airworthiness standards in force in the Republic of Moldova, set out in:
Air Code of the Republic of Moldova 301/2017;
Government Decision on the approval of the Regulation establishing certification requirements and administrative procedures for airworthiness and environmental protection, for the declaration of conformity of aircraft and related products, parts, and equipment, and for the approval of design and production organizations no.91/2024
Government Decision on the approval of the Regulation on the continuing airworthiness of aircraft and aeronautical products, parts and equipment, and on the approval of organizations and personnel involved no.641/2019;
PIACs, AMCs, GMs, CSs relevant to aircraft airworthiness.
The basic tasks of the CAA with respect to airworthiness are:
- Aircraft and aircraft component airworthiness certification and monitoring
- Permit to fly issuance
- Maintenance organizations authorization and monitoring
- Continuing airworthiness management organizations authorization and monitoring
- Type certificates validation
- Approval of aircraft repairs and modifications
- Republic of Moldova Civil Aircraft Register maintenance
- Issuance of noise certificates and monitoring of compliance with environmental protection requirements
- Development of draft regulatory and technical provisions related to aircraft airworthiness.
