Advent of light aviation

The Light and Ultralight Aviation Division, Operations Department, CAA RM consists of:

Chief of Division;

2 Superior Inspectors (LA / ULA and RPAS);

1 Superior Specialist (Engineer).

 

The Light and Ultra-light Aviation Division was established by the ASAC of the Republic of Moldova in 2004. At that time, approximately 25 light aircrafts of various types in the ultra-light category were flying in the Republic of Moldova. The flights of these aircrafts were not regulated by any rules. The rules of the national aviation in force at that time extended only to aircrafts with a take-off weight of over 5700 kg that are in international commercial operation. That is why the first step taken by the Ultralight Division of the ASAC of the Republic of Moldova was the elaboration and implementation of the national aviation rules "RAC VLA (LSpA)". These regulations allowed the compliance of the operation of light and ultra-light aircrafts with the provisions of the Civil Aviation Law (no. 1237-ХIII of 09.07.1997) as follows:

  • to take into account almost all the light and ultra-light aircrafts currently existing in the Republic of Moldova and to establish the procedures for the other light and ultra-light aircrafts that will have been purchased by the citizens of the Republic of Moldova;
  • to assess the airworthiness of light and ultra-light aircrafts, to issue airworthiness certificates and to establish airworthiness assessment procedures for other light and ultra-light aircrafts that will have been purchased by the citizens of the Republic of Moldova;
  • to evaluate the level of training of pilots operating the considered light aircrafts and to establish procedures for issuing ULM Pilot Licenses for both Moldovan and foreign nationals;
  • to establish the procedures for conducting the pilot training for the ultralight aircrafts;
  • to establish the procedures for performing the flights of light and ultra-light aircrafts in the Republic of Moldova;
  • to establish the procedures for the use of the airspace of the Republic of Moldova by the pilots of light and ultralight aircrafts;
  • to preserve the aviation potential of the “small aviation” in the Republic of Moldova and to give an impetus to its further development;
  • to ensure the safe operation of other general and state aviation aircrafts;
  • to protect the persons and property in the use of light and ultra-light aircrafts;
  • to lay the foundations for an international collaboration in the field of light aviation;
  • to give a boost to the emergence of aero-sports clubs and the development of aviation sports in the Republic of Moldova.
