The regime of civil liability of Air Carries and Aircraft Operators carrying out civil air operations for damages caused to passengers, baggage, postal items, goods and third parties, as well as the minimum amount of insured amounts for the proper coverage of civil liability is regulated by the Law on Civil Liability and Insurance Requirements for Air Carries and Aircraft Operators no. 118 of 09.07.2020 (Official Monitor no.199-204 / 402 of 07.08.2020).

Violation of the minimum insurance requirements established by the Law on Civil Liability and Insurance Requirements for Air Carries and Aircraft Operators no. 118 of 09.07.2020 is sanctioned in accordance with the Contravention Code of the Republic of Moldova.
For the purpose of continuous supervision of compliance by national air carriers with the conditions for insuring third party liability, passengers, baggage and cargo, as well as the maintenance in terms of validity of insurance contracts, the Civil Aviation Authority issued Operational Directive no. 02-04/09/2017 "On the presentation by Air Carries of information relating to third party liability insurance, passengers, baggage and cargo". Thus, national air carriers are obliged to submit and communicate to the CAA in the terms requested by the DO the relevant information.
