Economic Requirements for Air Operator Authorization(AOA)

Requirements to be met for getting Air Operator Authorization are provided by the civil aviation regulation RAC-AOA "Air Operators Authorization" 01/March 2002 edition, approved by CAA No. 26/GEN of 30.03.2001, published in Official Journal No. 47-48/130 of 26.04.2001, as amended and supplemented.


AIR OPERATOR AUTHORIZATION PROCEDURE
Economic evaluation of the applicant

AOA Initial Application
Economic requirements Meeting economic requirements by the applicant
1. Existence of bank confirmation regarding the solvency of the applicant and availability of sufficient funds. The extract of bank account.
2. Demonstration of the financial resources availability sufficient for carrying out the activity, for which is requested authorization without income for 6 months.
  • Financial results (income and expenses) monthly planned for next 6 months from the estimated date of the activity initiation;
  • Monthly cash flow forecasted for 6 months (receipts and payments) and achievement of Business Plan;
  • Possible covering sources of the estimated necessary financial resources;
  • Financial sources available to the entity (own or borrowed) identified by the applicant;
  • Structure and size of the own sources.
3. Appropriate documents for exercising the activity object.
4. Office properly equipped with means of communication.
5. Financial-commercial and leadership personnel, properly qualified for their activity;
6. Proof of payment of the debts by the air operator to other aeronautical agents for airport and air navigation services.
7. Coherent program of ongoing support and/or development of own activity
8. Own or rented aircrafts
9. Copies of Agreements with aviation services providers authorizaed/recognized by CAA for specialized services of refueling, weather information, air navigation, etc.

Copy of insurance contracts available for third-party liability for each aircraft to operate, including:

  • Insurance certificate;
  • Confirming document regarding the whole payment of the insurance certificate;
  • Reinsurance agreement;
  • Letter of Undertaking.
11. Analyzes indicating that proposed operations will be economically efficient
AOA validity extension
1.

Air operator report on the economic activity, presentation of the plan of future activity

2. Proof of payment of the debts by the air operator to the other aeronautical agents for airport and air navigation services.
3. Demonstration of the financial resources availability sufficient for performing activity for which is requested authorization extension without income for 6 months (sufficient resources ensuring all services, equipment, facilities)
  • Annual financial report for the previous reporting period and/or the most frequent Balance sheet and
  • Report of profit and loss of entity for the current reporting period (6 months, 9 months).

5. Atestă solvabilitatea entităţii.

AOA Amendment
1. Demonstration of the financial resources availability sufficient for performing activity for which is requested authorization extension without income for 6 months (sufficient resources ensuring all services, equipment, facilities)
  • Annual financial report for the previous reporting period and/or the most frequent Balance sheet and
  • Report of profit and loss of entity for the current reporting period (6 months, 9 months).
